So New Order works by touching something and calling out its name, being able to apply 2 rules simultaneously to anything but that’s its limit. Now I started thinking, Star and Stripe couldn’t use her quirk on Seattle teams sports City shirti because she doesn’t know what his true name is (neither does he so) which means that Shigaraki also couldn’t use the quirk on himself. He can’t increase his quirk power or strength or speed because he doesn’t know his own identity. So that relies on him using the 2 rules on others, most likely Midoriya to gain OFA; it would need him touching Midoriya and speaking his full name, which could happen due to Midoriya not having many long-range quirks expect for BlackWhip. Other people may do, such as Todoroki, Bakugo, Endeavour, etc. Using New Order to take OFA relies on it being able to take quirks from others, or if he can limit the usage or willpower of others by imposing said rule. I was a bit confused though, AFO gathered quirks which were overpowering and didn’t require much practise to use them. He gathered quirks for Shigaraki which weren’t exactly ‘overpowering’ but more suited his style; for me, New Order doesn’t seem like Shigaraki’s style. It requires thought and isn’t like his Decay or other quirks, it just doesn’t seem like his style.
