If your army is known for their cruelty towards POWs, enemy soldiers won’t be very motivated to discuss surrender at all. If they know surrender is death they’re far more likely to fight to their last breath, taking many of your own men down with them. You don’t want that. It increases your losses, slows down your operations and uses resources you need for better targets, all for the sake of a few guards unsuited for frontline service and their second-rate weapons. The captives use some food too, but POWs can be used for farm work, if they volunteer and you compensate them for their work (better housing and rations should be enough). All in all killing POWs has nothing going for it and everything going against it.
